Most MSIC delays are self-inflicted. The card is not slow. Unprepared applications are.
You can get your MSIC as fast as the law allows by getting three things right:
- Bring the right documents (see below) when you get your identity verified.
- Pay as soon as you apply online. If you can't do that, then don't wait too long. Nothing can happen to your application until you have paid in full.
- Ensure all the information you provide is correct and accurate. Particularly your 10-year address history.
These three things are 100% in your control, and they are where nearly every avoidable delay comes from. Here is exactly what to bring and what to do, in order.
What documents do I need for an MSIC?
You must show one original document from each category below, in person, at the same appointment. One document cannot count for two categories. Get them all together before you book.

The rules that catch people out: originals only (no photocopies, no digital licences), all documents at the one appointment, and you must attend in person. There is no online or postal option. This applies every time you apply, even with the same issuing body (regulation 6.08BB).
Overseas documents? Anything not in English needs a certified English translation, shown with the original (regulation 6.07HA). A foreign public document may also need to be authenticated. For Hague Convention countries, this is usually an apostille (regulation 6.07H). Both can take weeks, so start early.
The 4 things that actually speed up your MSIC
Do these and you remove almost every avoidable delay.
- Confirm your operational need first. Your employer must confirm you need unmonitored access to a maritime security zone at least once a year. No operational need, no MSIC (regulations 6.07F and 6.08C).
- Gather all four document categories before you book. A single missing document means a second appointment and lost days.
- Pay as soon as you apply. Your background check does not start until payment is received. An application that is started but not paid has not been sent to AusCheck, so pay at the time you apply, or as soon as you can after.
- Submit a complete, error-free form. Above all, a 10-year address history with no gaps, and your name spelled exactly the same on every document and every field. Every error triggers an AusCheck query that stops the clock.
Why do most MSIC applications take longer than they should?
There are two phases, and only one is in your control.
Phase 1: you and your issuing body. Gathering documents, your in-person appointment, completing the form, and paying. This is entirely within your control, and it is where most delays happen.
Phase 2: the AusCheck background check. Once a complete, paid application is submitted, the Department of Home Affairs runs a criminal history check and an ASIO security assessment. No applicant and no issuing body can speed this up. The only way to keep it short is to submit a complete, correct application so AusCheck never has to come back to you.
Is there a faster way? Yes, if you already hold an ASIC
If you hold a current Aviation Security Identification Card (ASIC), an issuing body can issue your MSIC without the full identity check and without a new background check, as long as you have an operational need (regulation 6.08E). This is the fastest path available under the law.
One thing to know: an MSIC issued this way expires on the same day as your ASIC (regulation 6.08I). If this is you, do not start a standard application. Contact ClientView to confirm your eligibility and fast-track your card.
What part of the process can't be sped up?
The AusCheck background check: the criminal history check and the ASIO security assessment. No issuing body can prioritise or expedite it, and no one can pay to jump the queue. Be cautious of any provider who suggests otherwise.
What you can do is make sure it runs without interruption: submit a complete application, pay immediately, leave no gaps in your 10-year address history, and keep your name consistent everywhere.
What if I have a criminal record?
A criminal record does not automatically disqualify you. Regulation 6.08F lets applicants with an adverse criminal record apply to the Secretary for approval to be issued an MSIC. This pathway takes extra time, so start it early. Talk to ClientView before you apply so you understand your options.
