How to Apply for an MSIC Card in Australia: Step-by-Step

What is an MSIC and who needs one?

A Maritime Security Identification Card (MSIC) is a nationally recognised ID card required under the Maritime Transport and Offshore Facilities Security Act 2003. It confirms you have passed a background check and lets you access maritime security zones without an escort.

You need an MSIC if you work in:

  • Maritime ports
  • Offshore oil and gas platforms
  • Freight logistics companies
  • Shipyards or stevedoring operations
  • Certain airport security and freight handling roles

Which card type do I need?

Most applicants need a Blue MSIC for unescorted access to secure zones. Job seekers without an employer yet can apply as Job Ready, completing the background check before they have a job offer. The card type you choose affects what you need to prove upfront.

  • Blue MSIC: for anyone who needs unescorted access to a maritime security zone, such as inside port gates, on the wharf, or at an offshore facility, at least once a year.
  • Job Ready MSIC: for people seeking maritime or port-related work who do not yet have an employer. You complete the background check first, then activate the card once you have a job offer and an operational need letter.

What documents do I need?

You need original identity documents from set categories, plus proof of your current address if it is not shown on those documents. Digital copies are not accepted. Applicants also need to account for every address they have lived at over the past 10 years.

You will need one document from each category:

  • Category A (start of identity): Australian birth certificate, Australian citizenship certificate, or a current Australian visa with foreign passport.
  • Category B (use of identity): current driver licence, passport, or an adult firearms licence.
  • Category C (community use): valid Medicare card, current ASIC or MSIC, or a marriage certificate.
  • Proof of current address: if your address is not current on your other documents, bring a utility bill, rates notice, or rental agreement less than six months old.

Digital driver licences and phone photos are not accepted; you must present original physical documents at identity verification.

What is the 10-year address history and why does it matter?

AusCheck requires a continuous, gap-free record of every address you have lived at over the past 10 years, including overseas addresses. Missing or inconsistent dates are one of the most common causes of delay, so it pays to prepare this before you start your application.

  • No gaps allowed: account for every period, including time spent travelling or between homes.
  • International addresses: list any overseas addresses from the past 10 years too.

What is operational need and how do I prove it?

To get a Blue MSIC, you must show a genuine operational need for unescorted access to a maritime security zone, not just a preference for one. How you prove this depends on whether you already have a job in the sector.

  • If you have a job: your employer provides a letter, on company letterhead, confirming your employment and your need to access secure zones.
  • If you are Job Ready: you can complete and pay for your background check first. Once you receive a job offer, your employer supplies the operational need letter and we release your approved card.

How do I apply for an MSIC?

You lodge your application through ClientView's secure online portal, choose a service tier, verify your identity in person, then wait for AusCheck to complete your background check. Each step is tracked in your account so you always know where your application stands.

Step 1: Check eligibility

  • You are at least 16 years of age
  • You have a valid operational need, or are applying Job Ready
  • You pass an AusCheck background check
  • You are an Australian citizen, permanent resident, or hold a valid visa

Step 2: Gather your documents

Collect your Category A, B, and C identity documents, proof of address if needed, and your operational need letter (unless applying Job Ready).

Step 3: Choose your service tier and submit online

  • Standard: you enter all your own details. Suited to applicants comfortable completing government forms unassisted.
  • Silver (Standard + $60): our team completes the application with you over the phone, reducing the chance of form errors.
  • Gold (Standard + $105): we complete the application and contact your employer directly for the operational need letter.

Step 4: Verify your identity in person

Print your receipt code, then take your original Category A, B, and C documents to a participating identity verification location, such as one of the 370+ participating Australia Post outlets or a ClientView trained corporate contact. Step 5: Track your application

Step 6: Collect your card

Once AusCheck approves your background check, Standard and Silver/Gold applicants have their card printed and posted to their nominated address or employer. Job Ready applicants have their card held in a ready status until they submit their operational need letter, at which point we print and send it.

What does the background check involve?

AusCheck, part of the Department of Home Affairs, coordinates three checks on your behalf: a criminal history check through the Australian Criminal Intelligence Commission (ACIC), a security assessment from ASIO, and, for visa holders, a right-to-work check. No issuing body, including ClientView, can influence or speed up these government checks.

How long does an MSIC take?

Around 75% of applications are processed within three weeks of AusCheck receiving them, though some take between three and eight weeks depending on the complexity of your address history or background. Apply at least six weeks before you need your card to allow for this range.

No issuing body can guarantee or speed up AusCheck's processing time once your application has been lodged.

How much does an MSIC cost?

A 2-year MSIC starts from $452 ex GST, and a 4-year MSIC starts from $765 ex GST. Both prices include the AusCheck government fee, which rose on 1 July 2026. Choosing a longer card term reduces how often you need to reapply and repeat the background check process.

Frequently asked questions

How long is my MSIC valid for?

You can choose a 2-year or 4-year card. The background check remains valid for the life of the card you select.

What if I have a criminal record?

A criminal record does not automatically disqualify you. Eligibility depends on the nature of the offence, particularly whether it is considered maritime-security relevant. If you are initially assessed as ineligible, you may be able to apply through the discretionary pathway, which allows the Secretary of the Department to review your case.

Can I use my MSIC at any port?

Yes. The MSIC reflects a nationally recognised background check and is valid across ports. Some individual terminals also require a separate Site Access Card to open their specific electronic gates. Your MSIC is the credential that allows you to apply for that additional access; it does not replace it.
