Gladstone Ports Corporation (GPC) operates three declared security regulated ports in Central Queensland: the Port of Gladstone, one of Australia's finest deepwater harbours and Queensland's largest multi-commodity port; the Port of Rockhampton, formerly known as the Port Alma Shipping Terminal; and the Port of Bundaberg, a vital link for the region's industry for more than a century. One MSIC covers all three, and every other regulated port and offshore facility in Australia, and this page brings together what applies at each and how to get your card through ClientView.

Each port below is separately declared a security regulated port under the Maritime Transport and Offshore Facilities Security Act 2003. One MSIC covers all of them, and every other regulated port and offshore facility in Australia.
Each port below shows the participating Australia Post outlet closest to it, but you do not have to use that one. Any participating outlet in Australia can verify your identity, and for most people the easiest one is near home, not near the wharf. An MSIC shows you have passed the AusCheck background check. Your port or terminal operator decides who enters, and runs the inductions, permits and access cards. Your MSIC and permission to enter are separate. Gladstone Ports Corporation's own pages state the MSIC is not an access card: it belongs to the individual, and site-specific access is granted by the relevant terminal operator. Confirm current requirements with Gladstone Ports Corporation or your employer before you travel.
Gladstone Ports Corporation (GPC) requires anyone with an occupational or business need for unmonitored access to a maritime security zone at the Port of Gladstone, the Port of Rockhampton or the Port of Bundaberg to hold and display a valid Maritime Security Identification Card (MSIC). Its own pages state that the MSIC is not an access card: it belongs to the individual, not the employer, and site-specific access is granted separately. Applicants must provide evidence of operational need in the form of a Letter of Operational Need from their employer, a port facility with whom they are engaged, or a maritime industry participant.

The Port of Gladstone, the Port of Rockhampton and the Port of Bundaberg are all security regulated ports declared under the Maritime Transport and Offshore Facilities Security Act 2003, and all three are owned and operated by Gladstone Ports Corporation: the Port of Gladstone (C2022G00509, registered 23 June 2022), the Port of Rockhampton (C2017G00481, registered 1 May 2017) and the Port of Bundaberg (C2018G00426, registered 7 June 2018). All three instruments were confirmed in force on the Federal Register of Legislation on 23 September 2026.
Under regulation 6.07F(1) of the Maritime Transport and Offshore Facilities Security Regulations 2003, anyone who needs unmonitored access to a maritime security zone at any of the three ports at least once a year must hold a valid MSIC. The card is national: issued once, it is valid at all three Gladstone Ports Corporation locations and at every other regulated port and offshore facility in Australia.

Once you are verified we submit your application to the Department of Home Affairs for the mandatory AusCheck background check.
After approval your MSIC is printed and dispatched by registered post to the address you nominate.
How long it takes
Apply at least six weeks before you need the card, so there is buffer even if your application falls outside the typical range.
