The Port of Wyndham, on the Cambridge Gulf in the east Kimberley, is the only security regulated port in the Kimberley. It is vested in the Kimberley Ports Authority, with wharf operations run under lease, and it handles crude oil, live cattle, mined product, scrap metal and maize outbound and diesel, explosives, fertiliser and ammonium nitrate for the mining industry inbound.
Wyndham is security regulated. Kimberley Ports Authority's own Wyndham Port Handbook, version 2.1 of July 2024, states that the Wyndham Port operates its maritime security under the Maritime Transport and Offshore Facilities Security Act 2003, and that all people seeking access to the port's security zones must hold and display a valid MSIC at all times when within the port. An MSIC is required for unmonitored access to a maritime security zone at a security regulated port at least once each year (r. 6.07F(1)), so anyone whose role needs that access must hold one.

An MSIC is required by anyone who needs unmonitored access to a maritime security zone at least once each year (r. 6.07F(1)), at an Australian port, on a ship or at an offshore facility. If you work inside the fence line, you almost certainly need one.

Kimberley Ports Authority's Wyndham Port Handbook, version 2.1 of July 2024, is the clearest operator statement of the requirement at any Kimberley port: it states that all people seeking access to the port's Landside Restricted Zone and Waterside Restricted Zone must hold and display a valid MSIC at all times when within the port, and it names the Port Manager as the Port Facility Security Officer.
