The Port of Hay Point, about 40 kilometres south of Mackay, is one of the largest coal export ports in the world. Two separate terminals, Hay Point Coal Terminal and Dalrymple Bay Coal Terminal, export metallurgical coal from Central Queensland's Bowen Basin mines through an integrated rail and port network.
Anyone who needs unmonitored access to a maritime security zone at the Port of Hay Point at least once each year (r. 6.07F(1)) must hold a valid MSIC, including stevedores, marine pilots, tug and mooring crews, rail and terminal maintenance workers, and contractors servicing the coal terminals.
ClientView is an Australian Government authorised MSIC issuing body. Apply online, verify your identity at a participating Australia Post outlet in Mackay, and we lodge every ready application with AusCheck each business day. Start your application or read our measured processing times.
An MSIC is required by anyone who needs unmonitored access to a maritime security zone at least once each year (r. 6.07F(1)), at an Australian port, on a ship or at an offshore facility. If you work inside the fence line, you almost certainly need one.
Your MSIC is a national card. An MSIC issued by ClientView is valid at the Port of Hay Point and at every other security regulated port and offshore facility in Australia.
Hay Point Coal Terminal and Dalrymple Bay Coal Terminal are separately operated facilities with their own site inductions. Confirm current requirements with the relevant terminal operator or your employer before your first shift.
North Queensland Bulk Ports states that an MSIC is valid at any port in Australia and that every person entering a restricted zone must wear one. Read NQBP's safety and security page.
MSICs are issued by Australian Government authorised issuing bodies, and the card is national, so you can apply through any authorised issuing body and use the card at the Port of Hay Point. Current as at 21 August 2026.

Proof of identity documents, evidence of your right to work in Australia, a 10 year address history, and an operational need confirming why you require unmonitored access to a maritime security zone at least once each year (r. 6.07F(1)). We tell you exactly what to bring before you go to verify.
A written confirmation, usually from your employer, that your job genuinely requires unmonitored access to a maritime security zone at least once each year (r. 6.07F(1)). Without it an application cannot proceed. On our Silver and Gold levels we help you get it sorted.
No. Any criminal history declaration required for an MSIC is made to AusCheck, not to ClientView. As your issuing body, ClientView does not collect or assess criminal history. AusCheck advises us of the outcome only.
