Which Port and Supply Chain Roles Need an MSIC?

Short answer: you need an MSIC if your job requires unescorted, unmonitored access to a maritime security zone at least once a year. That covers far more roles than most people expect, from truck drivers and stevedores to marine pilots, surveyors and maintenance contractors. If you only ever enter a port occasionally while escorted, you don't need one.

Who typically needs an MSIC

RoleUsually needs an MSIC?Why
Stevedores and wharf labourersYesRegular unescorted access to maritime security zones as part of the job.
Truck drivers delivering to terminalsUsuallyLoading and unloading generally requires unescorted access. See our guide to MSIC vs terminal access cards for truck drivers.

Marine pilots and tug crewYesUnescorted access to vessels and berths as a routine part of the role.
Terminal maintenance and trades (electricians, mechanics, technicians)Yes, if unescortedRegular contractor access to secure areas to carry out repairs and servicing.
Corporate or admin staff based on siteSometimesA White MSIC may apply if a background check is required but unescorted zone access is not. Escorted staff may need no MSIC at all.
One-off visitors or contractors, always escortedNoAn MSIC is only required for unescorted, unmonitored access.
Cruise terminal staff, customs and quarantine officersYes, generallyRoutine unescorted access as part of standard duties.

The one test that actually matters

Forget job titles. The legal test under the Maritime Transport and Offshore Facilities Security Regulations 2003 is operational need: does your role require unescorted, unmonitored access to a maritime security zone at least once a year? If yes, you are eligible to apply, and your employer needs to confirm that operational need as part of your application. If you are always escorted or monitored, you do not need an MSIC, even if you visit a port regularly.

Not sure yet? Apply Job Ready

If you are between roles, applying for jobs, or waiting on a specific site to confirm your start date, you don't need to wait to begin your background check. ClientView's Job Ready MSIC gets your AusCheck clearance underway now, so you can start as soon as your employer confirms operational need.

Frequently asked questions

I only visit a port a few times a year. Do I still need an MSIC?
If those visits are unescorted, yes. If you are always accompanied or monitored, no.

Does my employer decide if I need one?
Your employer confirms the operational need, but the underlying rule is set by the regulations, not by employer preference.

What's the difference between a Blue and White MSIC?
A Blue MSIC allows unescorted access to maritime security zones. A White MSIC is for people who need the background check but not unescorted zone access.
